Job Description

Position: Procurement Officer: Bids & Contracts. Department: Finance. Reports to: Manager: Procurement. Purpose of the Position: To develop and maintain a systematic and controlled tender and supplier contract management process for the GIPF. Key Responsibilities

  • Tender administration services with due consideration of the cost/benefits ratio, value for money, and supply quality and consistency, and maintain supplier relationships.
  • Develop and maintain procurement policy and procedure manual in line with the national laws and regulations.
  • Conduct and consolidate procurement, planning of goods, works, and services for the Fund.
  • Administer the bid administration process.
  • Set-up, prepare, administer, and maintain supplier/vendor database and database registration process, including preparation and updating.
  • Identify bottlenecks in bid, administration and contract management processes and rectify them.
  • Maintains records for all bidding processes and contracts and provide manager with quarterly reports on bids as well as monthly updates on contracts.
  • Keep up to date with organisational developments in the industry as well as all other relevant developments on national and international level and propose innovations accordingly and self-developments.

Requirements

  • Degree in Procurement Management or Logistics & supply chain or Business Administration or Accounting and or Finance. (NQF Level 7)
  • Three (3) years’ experience in a Fund/Asset Management environment with at least two (2) years’ experience in procurement, of which one (1) year is within a bid administration and contract management field.
  • Driver’s License
  • Knowledge of: Accounting, asset management, best practices to place the organisation on a competitive edge, cost/benefits analysis, financial management, procurement administration and processes, record management, relevant procurement policies, personnel structure and systems of operation, service providers and suppliers, supplier agreements, supply chain management, tender administration and procedures, contract management, and legal knowledge.
  • Skills: Analytical, budgeting, communication, conflict resolution, controlling, decision making, evaluation, good administration, interpersonal, conceptual, numerical, organisational, planning, practical problem solving, presentation, project management, time management, buying and advising, and operational specialist.
