CREO Engineering Solutions is a Namibian engineering consultancy providing multidisciplinary engineering, project management and technical consulting services to the mining, industrial and infrastructure sectors.

We are seeking an experienced and motivated HSE & Risk Manager to lead the implementation and management of Health, Safety, Environmental (HSE) and Risk Management activities on a major EPCM project. Reporting to the Project Manager, with a functional reporting line to Corporate HSE, the successful candidate will play a key role in fostering a proactive safety culture, ensuring statutory and contractual compliance, and embedding effective risk management throughout the project lifecycle.

Key Responsibilities

The successful candidate will be responsible for:

• Develop, implement and maintain the Project HSE Management Plan and Risk Register.
• Lead HAZID, HAZOP, Job Safety Analyses (JSA) and other project risk assessments.
• Ensure compliance with Namibian legislation, client requirements and Company HSE standards.
• Manage HSE inductions, training, competency assurance and emergency preparedness.
• Review contractor HSE documentation and monitor compliance through inspections, audits and safety observations.
• Lead incident and near-miss investigations and ensure timely implementation of corrective actions.
• Prepare HSE performance reports and promote continuous improvement and a proactive safety culture.

Minimum Requirements

• Bachelor’s Degree or National Diploma in Occupational Health & Safety, Environmental Management, Risk Management, Engineering or a related discipline.
• Professional certification such as NEBOSH, SAMTRAC, ISO 45001 Lead Auditor or equivalent will be advantageous.
• Minimum of 10 years’ HSE management experience in EPCM, mining, industrial or heavy construction projects.
• Demonstrated experience implementing HSE Management Systems and facilitating formal risk assessments (HAZID, HAZOP and JSA).
• Sound knowledge of Namibian HSE legislation and recognised international standards.
• Proficiency in Microsoft Office, strong reporting skills, and a valid driver’s licence.
