Job Description

Applications are hereby invited to apply for the following positions in the establishment of Oshikuku Town Council. The primary purpose of the job is to plan, direct, control and administer the financial affairs of the Town Council in such a way as to attain overall financial objectives and to ensure long-term financial health. To formulate and recommend financial policies, procedures and programmes for the Town Council through sound financial planning and analysis techniques. To advise the Chief Executive Officer regarding financial systems strategy and financial management and control. To plan, direct and coordinate overall Human Capital strategy for the Town Council, develop and implement policies and procedures, and to provide counsel and assistance to all levels of management through specialised Human Capital service practitioners. To advise on matters related to Industrial Relations. The incumbent also facilitates major organisational interventions/development and Human Capital projects and monitors the implementation thereof.

Requirements

  • Grade 12 or equivalent Certificate and Bachelor’s Degree at NQF Level 7 in Accounting and Finance or Business Administration/Management or Human Resources Management or Equivalent
  • Five (5) experience years in Accounting and Finance or Business Administration/Management or Human Resources Management, of which at least three (3) years should be in supervisory capacity.
  • Sound managerial ability, Sound Financial Management knowledge, Sound Human Resources Management knowledge, Sound analytic and reasoning ability, Sound interpersonal, communication and presentation skills.
  • Must be computer literate to work with micro-software programs especially spread sheet
  • No Criminal Record (attach a certified copy of Certificate of Conduct not older than 6 months)
  • Must be a Namibian Citizen
  • Valid code B Driver’s License
