The GIZ Inclusive and Sustainable Urban Development (ISUD II) project supports five selected Namibian local authorities to promote inclusive, climate-resilient and sustainable urban development. Working with the Ministry of Urban and Rural Development, local authorities and communities, the project strengthens integrated planning for informal settlement upgrading through improved land management, spatial planning, socio-economic development, municipal capacity building and knowledge sharing to improve living conditions and create more resilient, well-managed neighborhoods.

Responsibilities & Tasks

The Technical Advisor is responsible for establishing and maintaining a robust project-wide information management system that ensures all spatial and socio-economic data collected by ISUD II is accurate, integrated, quality assured, accessible and effectively visualized. The position supports evidence-based planning in informal settlements, monitoring, implementation and decision-making across all project partner towns through the development of reliable GIS databases, digital data collection systems and spatial analysis.

Required Qualifications, Competences and Experience

Formal Education: Bachelor’s degree (or equivalent) in GIS, Geoinformatics, Geomatics, Geography, Spatial Planning, Urban Planning, Surveying or a related field.

Professional Experience: At least two years’ experience in GIS, geospatial analysis and spatial data management, with practical knowledge of QGIS, digital data collection (e.g. KoboToolbox), and managing spatial and socio-economic datasets. Experience in participatory mapping, urban development, municipal planning or development cooperation is an advantage.

Other experiences and skills: Proficiency in QGIS, digital data collection tools and Microsoft Office, with a solid understanding of GIS principles, spatial data management and map production. Strong analytical, organisational and communication skills, with the ability to work effectively in multidisciplinary teams. Knowledge of urban development or informal settlement upgrading, fluency in one or more Namibian languages, and willingness to travel are added advantages.
