Job Description

The Financial Intelligence Centre (FIC) is inviting applications from visionary, ethical and results-oriented leaders for the position of Director. This is an exceptional opportunity to lead Namibia’s national Financial Intelligence Unit and steer the country’s efforts to combat money laundering, terrorist financing and the financing of proliferation while safeguarding the integrity of the financial system as required under the Financial Intelligence Act 13 of 2012 and other applicable legislation.

Key Responsibilities

  • Provide strategic leadership and overall management of the Financial Intelligence Centre.
  • Develop and execute the FIC’s strategic plans in alignment with national priorities.
  • Lead Namibia’s Anti-Money Laundering, Counter-Terrorist Financing and Counter-Proliferation Financing (AML/CFT/CPF) agenda.
  • Ensure sound governance, financial management, accountability and operational excellence.
  • Oversee the preparation of the FIC’s budget, annual audit and Annual Report to Parliament.
  • Strengthen collaboration with government institutions, law enforcement agencies, supervisory bodies and accountable institutions.
  • Represent Namibia at regional and international forums, including the Egmont Group, FATF, ESAAMLG, and engagements with organisations such as the IMF, World Bank, United Nations, and SADC.
  • Drive organisational performance through innovation, technology, people development and continuous improvement.
  • Provide strategic advice to the Board, the Minister and other key stakeholders on financial intelligence and AML/CFT/CPF matters.

Requirements

A Master’s degree in Law or Accounting or Economics with a minimum of 10 years of Executive Management experience in Financial Services Regulation. OR An Honours degree in Law or Accounting or Economics with a minimum of 15 years of Executive Management experience in Financial Services Regulation.

Extensive knowledge of:

  • Financial Intelligence Units and their operations;
  • The Financial Intelligence Act and related legislation;
  • FATF Recommendations and Methodologies;
  • United Nations Security Council Resolutions;
  • Money laundering, terrorist financing and proliferation financing risks;
  • Namibia’s financial sector and regulatory environment;
  • Governance, public policy and strategic leadership;
  • Information technology and emerging trends relevant to financial intelligence.
