PORT ENGINEER: RESEARCH & PLANNING

PURPOSE OF THE JOB:

To direct, lead and manage Namport’s Port Engineering Research and Planning function,
that largely comprise researching, planning and developing port master
plans and cargo handling and logistics solutions, and the development of strategic
projects that lead from these plans and solutions, including use of cutting edge
technologies and innovations with integrated planning, forecasting, and budgeting
processes to ensure project delivery success, in line with the company’s strategic
objectives and in compliance to relevant regulations and legal guidelines. The role
reports directly to the Executive: Port Engineering.

KEY PERFORMANCE AREAS:

â–ª Plan, monitor, direct and manage all divisional activities in line with
Namport’s strategic objectives and operational plans and provide input to strategic/
organisational business planning processes.

▪ Plan and develop the Port’s long-term infrastructure
strategies, such as the Port Master Plans.
â–ª Plan and conduct port engineering research.
â–ª Develop and manage project plans.
â–ª Conduct land use planning and zoning in line with the Port Master Plans.
â–ª Develop technical solutions and strategies for port engineering projects.
â–ª Conduct feasibility studies for proposed projects.
â–ª Prepare and manage multidisciplinary tenders and contracts.
â–ª Develop innovative conceptual and detailed civil engineering designs.
â–ª Lead and manage the division by monitoring strategic/ functional risks
and ensure timeous reporting, and compliance to promote governance within Namport.
â–ª Develop and manage divisional annual operational and capital budgets and
expenditure and facilitate operational excellence.
â–ª Provide effective team leadership and develop a high-performance culture
that supports continual organisational improvement, performance and productivity.
â–ª Collaborate with other departments to ensure smooth and effective communication,
coordination, and resolution of customer issues.
â–ª Establish and maintain effective working relationships with external
stakeholders to promote and facilitate Port engineering projects and activities.

QUALIFICATIONS, EXPERIENCE AND SKILLS:

â–ª An Honours Degree [NQF Level 8] or equivalent in field of Civil Engineering.
â–ª A minimum of seven (7) years relevant professional experience, of
which three (3) years should have been in a senior specialist or supervisory capacity.
â–ª Registration as a Professional Engineer (Pr. Eng.) with the Engineering Council of Namibia (ECN).
â–ª Relevant experience within the Port and/or Maritime industry will be an added advantage.
â–ª Technical fluency in project management and technical drawings tools, such as AutoCAD.
â–ª Proficient with Microsoft Office Suite including Microsoft Project.
â–ª Well-developed strategic planning and project management capabilities.
â–ª Exceptional problem-solving and decision-making abilities, with a focus
on delivering excellent customer service and efficiency.
â–ª Excellent communication and interpersonal skills, with the ability to
collaborate effectively with cross-functional teams and build strong customer relationships.
â–ª Must be a critical thinker, versatile, adaptable, and decisive.
