Job Description
The mission of the LIVESTOCK AND LIVESTOCK PRODUCTS BOARD OF NAMIBIA (previously Meat Board of Namibia) is to promote a conducive environment for sustainable livestock production, market growth, and diversification for livestock, meat, and livestock products. The Livestock and Livestock Products Board of Namibia (LLPBN) is looking for a dynamic and experienced:
Position: Trade Facilitation Officer
Location: Windhoek
Employment Type: Permanent
Principal Accountabilities:
- Manage the full permit lifecycle (issuance, verification, receipting, resetting, cancellations) and ensure compliance with SOPs and statutory requirements.
- Administer marketing schemes (Poultry Quota, Pork Market Share Promotion Scheme, Norway Quota) and supervise permit issuing staff for accuracy and efficiency.
- Provide user training and technical support for the Online Permit System and MPS, including resolving errors and registering new users.
- Monitor system usage, detect irregularities, produce compliance/performance reports, and maintain secure data backups.
- Support national and international trade facilitation initiatives (WTO, NTFC) and act as the technical focal point for improving trade processes.
- Lead efforts to simplify and standardize procedures, tools, and forms while engaging stakeholders to reduce inefficiencies.
- Compile, analyze, and disseminate trade and permit-related reports, and provide administrative support at industry meetings.
- Maintain document management systems, SharePoint filing, and website content, and liaise with DVS/customs on product classification.
- Conduct first-line audits on permit systems and users, ensuring adherence to SOPs and marketing schemes.
Key Requirements:
- Diploma (NQF 6) in Economics, Accounting, Statistics, Computer Literacy, or related commercial discipline.
- 3 years’ experience in a trade-related environment.
- Knowledge of the Harmonized System (HS codes), customer environment, and database administration is an added advantage.
- Code B Driver’s License and strong computer literacy (especially Microsoft Excel).
