Job Description
The purpose of this position is to ensure the coordination and conduct of policy-oriented research in the areas of fiscal, monetary and financial market development, as well as to oversee the maintenance and enhancement of macro-econometric model to ensure accurate forecasting of government revenue.
Key Responsibilities
- Coordinate and execute functions of the Division, namely the conduct of policy analysis in fiscal, monetary and financial market development.
- Guide the preparation of position papers and briefing papers on the above and assist in the formulation of policies on these and related matters.
- Provide guidance to staff who undertake Fiscal Analysis, Revenue Modelling and Forecasting.
- Provide a timely Revenue forecast for the Government and guide the preparation of the division submission to the Medium Term Macro- Fiscal Framework.
- Initiating Policy Proposals to facilitate Mobilization of Domestic Resources.
- Coordinating Fiscal, Monetary and Financial Market Development issues relating to regional Economic Blocks and analyzing their implications on the Namibian Economy.
- Coordinate the review and formulation of policies in the financial market sector.
- Initiating/reviewing of Cabinet Memoranda on fiscal, monetary, and financial market development.
- Contribute to the improvement and maintenance of the quality of the Directorate’s output. It is the responsibility of this position to participate in discussions on policy issues actively and to provide commends on documents prepared by the Directorate.
- Perform any other duties that the Ministry Management will assign from time to time.
Requirements
- A Bachelor degree in Economics or Econometrics or equivalent at NQF Level 7 plus nine (9) years relevant experience in areas of economics and fiscal policy analysis, econometrics, modelling and revenue forecasting of which Five (5) years should be at Overhead Supervisor Grade 6 or equivalent.
- A Master’s degree in Economics or Econometrics or equivalent at NQF Level 9 will be an added advantage.
- Candidates employed in the Public Service must attach letter of confirmation of probation
- Candidates from outside the Public Service must attach testimonials or confirmation of employment letter from current employer or former employer if unemployed at the moment.
- Appointment to this position will be subject to security clearance/vetting.
- Good knowledge and understanding of Public Economics, as well as the linkages between macroeconomic accountants.
- Good knowledge of quantitative economics (econometrics).
- Working knowledge of MS Excel, Word and E-views (or any other econometric software).
- Strategic Thinking with ability to drive strategic actions assigned to the Division responsible for fiscal policy and ensure effective contribution to the Ministry’s strategic objectives.
- Project Management skills and ability to lead, assigning tasks, and evaluating the success of projects.
- Leadership and Supervisory Skills -manage and provide guidance, setting goals, assessing and evaluating employee progress on quarterly basis.
- Decision-Making dependable, trustworthy and ability in making decisions and direct the work programme of the Division.
- A well-organized individual who keeping track of multiple tasks and complete work on time.
Salary
N$ 517 195 – N$ 543 728 per annum (Housing allowance: N$ 121 560 per annum, Motor Vehicle allowance: N$ 110 917 per annum)
