Deep Yellow Limited (DYL), through its wholly‑owned Namibian subsidiary Reptile Uranium Namibia (Pty) Ltd (RUN), is seeking an experienced and commercially astute Project Procurement Lead to join the Tumas Project team.

This role is critical to the successful planning, execution, and governance of procurement activities in support of project delivery. The successful candidate will lead end‑to‑end procurement and contracts processes, ensuring alignment with project schedules, budgets, governance requirements, and company objectives.

About the Role

The Project Procurement Lead will develop and execute procurement strategies, manage tendering and commercial processes, and ensure the timely delivery of goods and services required for project execution.

The role requires strong commercial judgement, governance discipline, and stakeholder engagement skills, with close collaboration across engineering, finance, legal, project controls, and operational teams.

Key Responsibilities

Procurement Strategy & Planning

  • Develop and execute procurement strategies, plans, and schedules.
  • Ensure procurement activities align with project timelines, budgets, and governance requirements.
  • Support procurement planning to ensure timely availability of goods and services.

Tendering & Contracting

  • Lead end‑to‑end tendering processes including RFP preparation, evaluations, negotiations, and awards.
  • Manage procurement approvals, purchase requisitions, and purchase orders.
  • Support contract administration and commercial management throughout the lifecycle.

Supplier & Contractor Management

  • Monitor supplier and contractor performance, delivery schedules, and compliance.
  • Build strong commercial relationships with suppliers and contractors.
  • Identify and resolve performance issues to support reliable project delivery.

Risk, Governance & Compliance

  • Identify, assess, and mitigate procurement and commercial risks.
  • Ensure compliance with procurement policies, governance standards, and legal requirements.
  • Support audit processes and maintain procurement records and controls.

Collaboration & Reporting

  • Collaborate with Finance, Engineering, Legal, Project Controls, and operational teams.
  • Prepare and present procurement progress reports and commercial updates.
  • Promote teamwork, high performance, and continuous improvement.

SHER Compliance

  • Ensure compliance with SHER standards, policies, procedures, and statutory requirements.
  • Contribute to a safe and productive work environment through proactive risk awareness.

Job Specifications

  • Bachelor’s degree in Supply Chain Management, Procurement, Commerce, Law, Engineering, or related field.
  • Professional certification in Procurement or Contracts Management (advantageous).
  • 8–10 years’ experience in procurement and contracts management within mining, construction, EPCM, or large infrastructure projects.
  • Experience on large‑scale greenfield projects (advantageous).
  • Proven experience in tendering, negotiation, and contract administration.
  • Experience managing supplier and contractor commercial relationships.
  • Strong knowledge of procurement planning, tender evaluation, reporting, and risk management.
  • Understanding of procurement governance, compliance, budget management, and cost control.
  • Strong leadership, negotiation, and stakeholder engagement skills.
  • Detail‑oriented with the ability to work under pressure and manage competing priorities.
  • Strong communication skills and high ethical standards.
