Job Description
to provide leadership, oversight, and governance of the National Budget Control and Payment Services functions in accordance with the relevant laws and regulations, and to oversee the efficient payment of the Government, and ensure effective scrutiny and authorization of all Treasury transactions, managing the compilation, loading, and maintenance of the national budget on the Integrated Financial Management System (IFMS).
Key Responsibilities
- Ensure effective processing, review, and authorization of all Treasury Authorizations on the Budget Control function of the Integrated Financial Management System (IFMS).
- Ensure compliance, and provide quality assurance for scrutiny of approximately 300 weekly Treasury Authorization requests to prevent irregularities, losses to the State.
- Direct and manage the issuance of all Treasury approvals, including requests for funds, Virements write-offs, acceptance of donations, recovery of losses, deviations from contracts, and approval of prior-year payments and waiver of claims.
- Oversee the loading, maintenance, and reconciliation of the Government’s Development, Operational, and Revenue Budgets on the IFMS to ensure accuracy, completeness and alignment with Government priorities.
- Manage monthly fund releases and budget revisions to ensure continuous availability of funds for payment of goods, services, capital projects, and personnel costs, while minimizing fiscal risks.
- Manage all supplier creation, updates, and verification on the IFMS-functions critical to ensuring that all Ministries can process supplier payments.
- Supporting OMAs with queries on IFMS modules, maintaining the GRN Supplier Database, and ensuring payment compliance.
- Supervising the GRN Payroll Function, which includes processing all salary and allowance payments for the entire public service (Teachers, Police, Civil Servants, and other officials).
- Ensuring correct and timely payment of PAYE, pension, medical aid, social security, and other statutory deductions.
- Overseeing the preparation of PAYE 5 certificates and remittance of third-party deductions.
- Managing system enhancements and updates to the payroll module.
Requirements
- A B-Degree in Accounting and / or Finance or equivalent plus a minimum of nine (9) years working appropriate experience in a financial environment of which five (5) years should be at Overhead Supervisor Grade 6 or equivalent level.
- Candidates employed in the Public Service must attach letter of confirmation of probation
- Candidates from outside the Public Service must attach testimonials or confirmation of employment letter from current employer or former employer if unemployed at the moment.
- Appointment to this position will be subject to security clearance/vetting.
- Practical experience and knowledge of Public Sector Budgeting and financial management.
- In-depth knowledge of State Finance Act, 1991, Treasury Instructions, and Public financial governance and regulatory frameworks.
Salary
N$ 517 195 – N$ 543 728 per annum (Housing allowance: N$ 121 560 per annum, Motor Vehicle allowance: N$ 110 917 per annum)
